Tom: that's a tough question, and I'm not sure there's a right answer. My gut reaction is dinner. You can go with friends, it can be relaxing, take your time, go somewhere really nice for an extra special treat, or just avoid cooking for yourself after a long day at work. But lunch can be a nice break away from work, and I rarely feel like putting forth the effort to make a "real" breakfast. Still, I think dinner, especially if there are left-overs!
As for hash-browns from a bag, they aren't bad tasting (though they may be bad for you) but they pale in comparison to the best ones made from scratch.

Hmm, I've never tried making hash browns. How bad can the one's in the bag be?
April, since you're a "foodie" what do you think is the best meal to eat out? Breakfast, lunch, or dinner?

Yeah, I've struggled to get a good crisp hash brown as well. I've heard that you have to keep them well separated and not futz with them too much. Really, I think they have to be deep fried.
